Do I have my Graco cart seat installed wrong?

I have a 2 month old son and today I noticed that his car seat may be in wrong. I have it installed on the side of the back seat with a shoulder belt. I used the clip and have it the belt as tight as I can get it but I can still flip it up. It doesn't wiggle back and forth but I can flip the back up. Is this ok? I can't get it any tighter? I followed the instructions and everything. What am I doing wrong???

Your car seat should have the level thing on the side which shows you if your seat is at the right angle or not. My Graco car seat shows that it's safe, if it's totally blue (and there is no orange showing) inside the little window thing if it's at the right level.

When you left the hospital, they should have esorted you out to your car to make sure you had a proper car seat, and if you had installed correctly. I'm sure if you went to any hopsital and asked a labor and delivery nurse, they could come outside and help you. If not, go to your local firestation. They can assist you as well. Also, the Highway Patrol can check it as well.
